Little Sandy Release Paths

Little Sandy Correctional Complex, commonly shortened to LSCC, is operated by the Kentucky Department of Corrections. It is not the county booking jail. People confined there serve state sentences and may have been convicted in any Kentucky county. Elliott County is the prison's physical location, not necessarily the county tied to the criminal case.

A person leaving LSCC may enter the community on parole, mandatory reentry supervision, or at sentence expiration. Parole is supervised release approved under the state process. Mandatory reentry supervision is a form of release near the end of some qualifying sentences. Sentence expiration can end prison confinement, though a separate supervision duty or detainer may still matter. A detainer is another agency's request to take custody.

Other departures are transfers. A move from LSCC to another KDOC prison, a jail, or another custodian means confinement continues. Read the new KOOL location before calling the event a release. A current location at another institution is evidence of transfer, not community return.

Confirm Little Sandy Releases

Kentucky Online Offender Lookup, or KOOL, is the first official search route. Search by first and last name, then use DOC or PID number when known. Open the full detail record. The short result row cannot show every status, sentence date, location, or parole event needed to interpret the case.

1. Read the top status before any projected date. “Active Inmate” with an institution means prison custody continues.
2. Check the current location. Another prison indicates transfer, while a supervision office can indicate release to community supervision.
3. Compare DOC and PID numbers so a similar name is not mistaken for the right person.
4. Review the date-specific KDOC Daily Releases format near the claimed event.
5. Use Kentucky VINE for a custody-change result or notification, then request the state release record when formal proof is needed.

Little Sandy Release Dates

KOOL uses several date labels. Expected Time To Serve is an estimate. Minimum Expiration of Sentence Date is identified as the Good Time Release Date and reflects credit assumptions. Parole Eligibility Date marks when consideration may occur. Maximum Expiration of Sentence Date is a separate endpoint. A parole history row may also contain a Proposed Release Date.

KDOC says KOOL data is updated daily and cautions that newer information may not yet be finalized. Credits, misconduct, new sentences, detainers, parole action, and recalculation can change the practical date. Reopen the record after the expected date instead of relying on an old screen.

Little Sandy Release Records

A formal LSCC release inquiry belongs with KDOC. Ask for identifiable existing records, such as the release or discharge summary, sentence-computation sheet, custody and release dates, and available DOC identification photograph. A discharge means the state sentence or supervision obligation has ended; it is different from release from prison to parole.

Include the requester's mailing address and the offender's full name plus date of birth or offender number. KDOC lists paper copies at ten cents per released page, a CD at one dollar plus postage, and a USB at about two dollars and fifty cents plus postage. Ask for records in the form maintained. Privacy, medical, victim-sensitive, expunged, and other exempt material may be redacted or withheld.

Kentucky law generally calls for an agency determination within five days, excluding weekends and legal holidays. That period concerns the response, not a promise that a large production will arrive at once. A focused request helps the custodian locate the right file.

Do not send a county-jail records request to LSCC for an Elliott arrest that was actually booked in Rowan or Carter.

When calling, have the person's full name and DOC or PID number ready. Ask whether the published status or location points to current confinement, transfer, or the correct KDOC records channel. Confidential institutional or supervision details may not be disclosed by phone.

Little Sandy Prison Expansion

LSCC opened in 2005. The official history says women first arrived in May, men began arriving on July 15, and women were transferred out by September. Its earlier configuration held about 1,050 people. A phase-two expansion broke ground in November 2022 and raised planned capacity to 1,882.

The official facility account reports that the first prisoners entered the new construction on October 15, 2025. That growth makes LSCC highly visible in Elliott County search results. It does not turn the institution into an Elliott County jail. Prison population, county arrest custody, and county court venue remain separate facts.

This local distinction matters after release. A person confined at LSCC should appear through the state corrections path even if the conviction came from far outside Elliott County. Conversely, an Elliott County arrestee may never enter LSCC and may instead be booked at an outside county detention center.

Little Sandy Custody Split

Elliott County has a three-agency split. The Elliott court keeps an Elliott criminal case. Physical county-level booking can occur in Rowan, Carter, or another identified jail. LSCC follows KDOC rules because it is a state prison within the county. No official source establishes a fixed formula for where every Elliott arrestee is housed.

A case-first, custodian-specific search prevents the most common error: treating a county name as though it referred to one shared roster. Identify the system first. Then use the record created by the agency that held or supervised the person.
