Elliott 72-Hour Release Status
The official Elliott County web pages do not provide a current jail roster, 24-hour list, 72-hour archive, or booking feed. The county's corrections listing names Little Sandy Correctional Complex, a KDOC state prison. It should not be mistaken for a county jail. Kentucky State Police reports instead document Elliott County subjects being lodged in Rowan County Detention Center and, in a historical case, Carter County Detention Center.
Neither the Elliott County services page nor Rowan's official page establishes a three-day release view. Rowan labels its link Current Inmates. That list answers who is shown in custody now. It does not retain a verified rolling history of departures.
Check Elliott Three-Day Releases
Set a clear start and end date before contacting an office. Then identify the physical booking jail from the Elliott arrest or court file. This avoids asking Rowan for a Carter record or treating Little Sandy as the booking site.
- Use the Elliott County court page or clerk to find the case, arrest date, bond or disposition, and receiving facility.
- If the jail is not named, ask the Elliott sheriff or jailer which facility received the person on the approximate date.
- Check that jail's official current roster only for present listing. Do not read absence as a confirmed release.
- Search the matched person through Kentucky VINELink and compare identity details, facility, custody status, and any release date.
- Ask the jail for existing release or transfer log entries within the stated three-day range, or request one named person's event.
- Reconcile each event with the Elliott court file. If there was a KDOC commitment, use KOOL and state release records instead.
For an event from today, the Jail Releases: 24 Hours process narrows the check to same-day custody changes.
Elliott Three-Day Record Fields
No online Elliott County 72-hour list fields, photo flag, update schedule, or retention period were verified. A focused request can still seek the fields commonly held in an existing booking or event record. The response depends on what the named custodian maintains and what Kentucky law permits it to disclose.
| Requested field | Why it matters |
|---|---|
| Name, birth date, identifier | Distinguishes people with similar names. |
| Booking number and timestamp | Ties the departure to the correct custody event. |
| Release timestamp | Places processing inside or outside the selected three-day period. |
| Authority or type | May state bond, time served, court order, transfer, or another basis. |
| Destination | Separates community release from continued custody elsewhere. |
| Releasing agency | Identifies the office that can certify or correct the event. |
A court order and physical release are related but distinct records. The clerk's file may explain why release was authorized. The jail log is more likely to show when processing occurred and whether another custodian received the person.
Elliott Weekend Release Checks
A three-day range is useful for organizing checks that span a weekend or a delay between a court event and jail processing. It does not prove that Elliott or Rowan publishes a weekend rollup. Ask for the exact date range and allow the custodian to identify responsive existing records.
Data timing can also split the proof among systems. A court docket may show an order before the jail finishes release steps. VINE can update after the holding agency sends an event. A roster may remove a name without showing the prior row. For a named person, compare times and identifiers instead of assuming each source updates at once.
The complete Elliott County released-inmate search provides the case-first workflow when the booking facility is unclear or custody moved between systems.
Elliott Three-Day Records Request
A request should name the person when possible, state the approximate booking and release dates, and seek the existing booking sheet plus release or transfer entry. If asking for a date-range log, make clear that only an existing log or export is requested. Kentucky agencies generally do not have to create a report or answer a custom question that is not already reflected in a record.
The Elliott routing contact is Sheriff Ray Craft or Jailer Dustin Kelley, P.O. Box 729, Sandy Hook, KY 41171, at 606-738-5422. When Rowan held the person, direct the booking and release request to Rowan County Detention Center at 1075 S. Tolliver Road, Morehead, KY 40351, or call 606-784-8457. Carter or another named jail owns its own event record.
Under KRS 61.880, an agency generally makes its determination within five days excluding weekends and legal holidays. A denial should cite and apply an exception. Ask for segregable, nonexempt portions when private or protected material requires redaction.
If no compiled log exists, narrow the request to a named person and booking period. Ask for the booking sheet, release screen, transfer entry, and any destination field already maintained. This separates the Elliott arrest record, another county's jail record, and the Elliott court case.
Why Elliott Roster Gaps Persist
Rowan's official detention page provides a Current Inmates link, not a release archive. A name that was present and later vanished leaves an unanswered question. The person may have bonded out, served the ordered time, transferred to KDOC or another jail, left under a court order, remained held on another matter, or been removed after a data correction.
The Rowan County detention page shows the scope of its public link.
The label supports present-custody checking but does not establish the cause or exact date of departure. Obtain the event record and compare it with VINE and the Elliott case.
Elliott VINE 72-Hour Distinction
Kentucky VINE uses the number 72 for a different purpose. The state attempts notice of release from a state institution 72 hours in advance. That is a notification window for a specific registered person. It is not an Elliott County list of everyone released during the past three days.
Local-jail VINE timing is different. Release calls repeat at set intervals until acknowledged or until the attempt period ends. Sudden court orders or other rapid changes may leave little advance notice. For either custody type, VINE is an alert and status tool, not the court judgment or certified release record.
KDOC Daily Releases are also state-only. They can help with a person who actually left Little Sandy Correctional Complex or another KDOC placement, but they must never be labeled as an Elliott county-jail bond-out list.
Note: No Elliott release-feed cadence, archive retention period, photo field, or sheriff app was verified, so those values remain unknown.
Elliott Three-Day Custody Types
Release language changes with the system. Bond or own recognizance usually means physical jail custody ended while the Elliott case continued. Time served means credited confinement satisfied an ordered term, although another warrant or detainer may keep the person held. A dismissal or acquittal resolves a charge but does not prove that no other case controls custody. A transfer means the first facility surrendered the person to another custodian.
State-prison records use different terms. Parole and mandatory reentry supervision are releases from incarceration into supervised status, not final sentence discharge. A KOOL record that names a community office supports that distinction. A move from Little Sandy to another prison remains confinement. The Daily Releases archive can corroborate a KDOC event, but its date rows are not a list of county-jail departures.
A three-day search should therefore record both the event and its scope. Note the holding agency, exact status wording, date, release authority, and destination. Then check whether the Elliott court case shows bond, judgment, dismissal, sentence, or revocation. When sources conflict, the office that created the event record is the right place to request correction or certification.
Match Elliott Release Identities
Names alone are weak identifiers across a three-day range. Compare full name, aliases, date of birth, booking number, DOC or PID number, arresting agency, case number, and the known facility. Similar names can appear in different county or state systems. A match should connect the same person, custody episode, and date before a release is reported.
Historical gaps can also be lawful. Sealed, expunged, juvenile, or confidential matters may not appear in a public search. Kentucky expungement can direct covered offices to remove official computer records and respond that no record exists. A failed query must remain a failed query, not a claim about the person's full history.
Keep copies of the source dates and exact status words so a later update can be compared accurately.
